Binance to Enforce Strict Reporting Rules for Brazil Crypto Transfers From Nov. 1

Crypto exchange Binance is reportedly tightening its rules for Brazilian users who make cross-border crypto transfers. According to the latest reports, Binance customers will have to provide details, including the purpose of a transfer and the type of counterparty involved. Although domestic crypto transfers remain unaffected, the latest rule change adds another layer of compliance for Brazil’s crypto market.

Binance tightens rules for cross-border crypto transfers

Starting November 1, 2026, Binance users in Brazil will face stricter rules while making crypto transfers across borders. The new rules mandate cross-border crypto transfer reporting for Brazilian users. When they send or receive crypto from non-residents, they are required to report details including the purpose and counterparties involved.

In detail, if a user wants to send crypto abroad, they must first complete the exchange’s questionnaire. When a user wants to receive the assets, Binance may temporarily hold the crypto until the required information is submitted. Also, if the user fails to provide the data, the exchange may return the funds to the sender.

Brazil boosts oversight of international crypto flows

Notably, the new Binance rules are tied to Brazil’s Resolution BNB No. 52/2025. Under these regulations, international virtual-asset transfers come under the country’s foreign-exchange reporting rules. The regulation requires crypto institutions to report transfers of at least $10,000 to or from self-custody wallets to the Financial Activities Control Council (COAF).

Significantly, the report is expected to be submitted by the next business day. Even if the transactions are not identified as suspicious, the reports must be submitted. This is to give Brazilian authorities greater visibility into crypto moving outside the country. It also underscores the country’s efforts to monitor digital asset activity.

However, the new rules will not apply to transfers between Brazilian residents. Thus, users can make domestic crypto transfers and continue as usual without having to face any new regulations.

How will the new rules affect Binance users?

It is worth noting that the biggest change the Brazilian Binance users will face is the extra details required to submit while doing cross-border transfers. This mainly affects people who make regular cross-border crypto transactions. They need to be more careful when providing details about the purpose and other details of the moves.

For cross-border crypto moves worth $50,000 or less, there are 10 available categories to select as the purpose. Users can choose the purpose of the transfer from the given list. At the same time, if the amount is greater than $50,000, Binance provides a more detailed list of 96 categories.

Nonetheless, users making crypto transfers within Brazil will not face these additional requirements. Thus, it implies that the rules are focused on international crypto flows rather than everyday domestic transfers.
