The US Senate has decided to once again delay the key market structure bill until September. As per the latest reports, the lawmakers have announced that they will not schedule the CLARITY Act vote before their August recess.

Senate Majority Leader John Thune has confirmed through a spokesperson that there would be no vote on the CLARITY Act before the recess.

This surprising decision comes amid growing discussion about the possibility of the CLARITY Act vote this week. Although the Senate has a limited window to pass the CLARITY Act this week, experts believed that the bill would progress. There was also speculation that the Senate would extend the current session into next week, giving lawmakers more time to work on the bill.

However, the Senate is ending its current session without extending it, putting an end to the ongoing discussion. According to the latest statement, Democratic senators have opposed plans to move forward with the bill this month. Despite this delay, John Thune confirmed that the discussions will continue.

The market expected Congress to pass the bill this week because lawmakers will have several other legislative priorities after the recess. Especially, they were believed to shift their focus to the midterm elections. But as per the latest confirmation, the Senators will consider the CLARITY Act as their priority when they return in September.

Why was the crypto bill delayed?

Significantly, the CLARITY Act is delayed due to several reasons. Mainly, the lawmakers had limited time this week to advance the bill before leaving for the summer recess. Although Senate Leader Thune had previously assured that Congress would prioritize the bill in the final days, several other pressing issues took precedence. For example, Cody Carbone, CEO of the Digital Chamber, stated that his efforts to pass the bill are far from over. He added,

“While this isn’t the result any of us hoped for when we began the week, the fight is far from over. The next few weeks we will continue to work to find the last pieces of common ground needed to set up a successful vote when Congress returns in September.”

Another major figure who commented on the delay is Ji Hun Kim, CEO of the Crypto Council for Innovation (CCI), who described it as disappointing. But he noted that the bill has already made significant progress. Kim added, “Every day without such a framework pushes American users and builders offshore and leaves consumers at risk.”
